Why is static loading slow?

Good evening.
On my site, for some reason, static is loaded very slowly: a 50-70kb image is loaded in 1.5-2.5 seconds.
As a result, it turns out that the page loads in 6-8 seconds. Obviously something is wrong.
VPS rented from www.hostinger.ru/vps-hosting . They promise a channel of 100mb/s. My other sites load fine. Images are issued directly, without intermediate scripts.
Tell me how to determine where the problem is - with the hoster, with my provider (slow Internet is not at the server, but at my house) or in the VPS settings?

Probably a drawdown on the disk due to the neighbors. Install atop and see for yourself.

How is static given off? Through nginx or something else?

Test through tools.pingdom.com/fpt or equivalent. It will be seen where the delays in the download. Look at the result. With loadimpact.com, create a small test load, see how the VPS will behave when the load is closer to the maximum.

Hm. Apparently @alekciy was right. The brakes went by themselves. Now the same files are loaded in 200-300ms, which is quite acceptable.
