I reinstalled the system, judging by the installation, it got up properly, without failures, I received all the updates, Skype is not downloaded from the official page https://www.skype.com/ru/get-skype/ why?
Windows 7 64-bit license. I tried to download in different browsers, turned off the firewall and antivirus one result, no page response or waiting time exceeded.

Download an offline installer elsewhere and bring it on a flash drive to this computer.
