Why is SEO different on desktop and mobile devices?

In mob. version you have a server response of 1.3 seconds (!), In the desktop version 1.2 seconds (!) - with an allowable 0.2 seconds !!!!

It can be assumed that segment rotation affects (for even distribution of traffic between links with the same rank in search results): mobile device + region + city + subnet.
And banality: somewhere there are "breadcrumbs" and the interests of the user affect the result of the issuance.
