Uncomment the line, it should help:
If it didn't help, then:
1. Are these ports forwarded to the server? Their range?
2. Are these ports open? And 21 before its launch?
3. Is there iptables on the server, what chains are there?
4. Well, you never know, suddenly /etc/init.d/proftpd restart will help
