Why is port 80 not open when VM is initialized?

Burnt maidens need light. When creating a VM in the Google console, I want to knock on port 80 on the external ip, but it is locked. It doesn't even start immediately after creating an instance - everything should work in the tutorials.
What I did:
1. opened all possible ports in the firewall rules "do not help".
2. On the side of the machine, I disabled the firewall, port 80 is still blocked.
Until tomorrow, you need to hang a server in the prod, yesterday I spent the whole evening there are no ideas why everything is so bad with ports in Google.

What tutor do you use?
What web server did you install?
Does the page open locally?
In 3 minutes I raised the instance and installed apache, after which I went to the external ip without tutorials.
Just the usual ubuntu minimal, when creating a machine, the checkboxes to open 80 and 443 ports are separate options.
Well, "sudo apt-get update && sudo apt-get install apache2 -y"
