Why is pacman not working?

After installing Q4OS, I tried to install Sublime Text 3, did everything as written on the site

curl -O https://download.sublimetext.com/sublimehq-pub.gpg && sudo pacman-key --add sublimehq-pub.gpg && sudo pacman-key --lsign-key 8A8F901A && rm sublimehq-pub.gpg

But when executing, the console output

sudo: pacman-key: command not found

Installed pacman, did not help.

Because of what it can be? And how to solve it?

sudo pacman key

Isn't apt in Q4OS?
However, try this:

pacman-Syy

And try to install again.
