Why is Outlook Add-In debugging not working in VB.NET?

I'm developing an Outlook 2010 add-on for my organization. When writing code on a home computer, everything is fine, but on a working one, a problem constantly arises.
The bottom line is that when I start debugging the project, I get the message

I found a temporary way out - before each debugging, I publish the project (in Russian VS2010, the menu item Build \ Publish).
Tell me why this is happening and what to do about it.
