How to defeat "Run-time error -2147024770 (8007007e) Automation error"?

Good afternoon.
When you start a third-party custom program, the message
Run-time error -2147024770 (8007007e) Automation error pops up
The program is small, old and written in visual basic.
OS on the machine - WinXP SP3 Home
Installing Microsoft Service Pack 6 for Visual Basic 6.0: Run-Time Redistribution Pack (vbrun60sp6.exe) did not help.
On another similar machine, but where MS Office is installed, everything worked fine, but there is no way to install office on this machine, but you need to run the program.
What could be this error? Any libraries?

Apparently, the program is looking for some ole-object that lives only in the office
