Why is only 4 out of 16 GB available?

There is a flash drive, on the body of which 16GB is written. However, the computer shows that the volume is 4 GB. I opened the layout of the hard disk in Windows, it shows that there are two partitions on the flash drive: 4 GB and 11 GB. However, the 11 GB partition does not allow it to be formatted or deleted. Deleted this partition using Gparted and formatted it to fat32. However, Windows still does not read it and does not allow anything to be done with it. How to make one 15GB out of these two partitions?

Deleted about the partition, created one for the entire size using EaseUS Todo Backup.

what format is the flash drive? if FAT-32 then more than 4GB you will not be able to line it. Hit on 4x4 sections
If someone before you tried to line with Acronis (met the craftsmen) and hid the section, then you will have to reformat it through it.
But there is a third case: the software on the flash drive stupidly fell apart, then you need a flash drive resuscitator. I use R-Studio myself.
