Kali linux cannot be downloaded from a bootable flash drive. what to do?
Downloaded Universal USB Installer and downloaded kali linux 32 bit version (bootloader), selected file from Kali and downloaded. The essence of the problem is that after I set the BIOS to boot from USB (HP 650 laptop) and inserted a USB flash drive with Kali, it continues to start as Windows 7. What should I do?

To begin with, when you turn on the laptop, by pressing F11 (perhaps another key, when you turn it on it usually writes at the bottom) to call the boot menu and explicitly specify the flash drive. If in this case it does not boot, then the flash drive is not bootable. Try another program to create bootable flash drives. For example rufus
