Why is my MacBook Air 2018 getting hot?

2 weeks ago I bought air 2018, i5 for 128 GB. As far as I know, here is passive cooling and the cooler is turned on only in extreme cases (after 55 degrees it starts working at 2700). For 2 weeks of use, it has never been possible to reboot it (to hear 8000 rpm), except for one case - changing the language to English. In Russian, the poppy in standby mode shows ~ 38-40 degrees of the processor, and in the operating mode (usually 50-70, depending on the load, chrome devours the RAM and heats the poppy very much). I have a question - why in English does the poppy keep the processor temperature at least 50 degrees in anticipation, and in work (safari) everything is 65-75 ?? Is this a problem for me or for everyone?

This is normal, the old Air in the same operating modes has only 5-10 degrees less temperatures. at full power, your poppy will spin around 100 degrees.
It is not entirely clear how you measure the temperature from changing the language? Perhaps you are doing something else at this moment? Try to delete your English layout in the settings and add another one, there are several of them. As a last resort, reinstall mac OS, or try updating it to the latest version...
Still, it's better to use Safari as the main browser, Apple software is better optimized. I have noticed more than once that my FF on the same sites loads the processor much more)
