Why is my local ip not accessible from other PCs?
When I start broadcasting using VLC with the command

is my local ip, the broadcast is on, but it opens only on my PC. When I try to open on others, I see an error like when I try to access a non-existent ip ("Can't access the site"). Windows [Version 10.0.17134.472]

Firewall is blocked at the local network level. At the global network level and firewall and routers.
For access: On the firewall, a rule for allowing access; on routers, a rule for routing.
