Why is my local ip not accessible from other PCs?

When I start broadcasting using VLC with the command

"C:\Program Files\VideoLAN\VLC\vlc.exe" -I dummy screen:// :screen-fps=16.000000 :screen-caching=100 :sout=#transcode{vcodec=theo,vb=800,scale=1,width=1280,height=720,acodec=mp3}:http{mux=ogg,dst=192.168.0.102:1111/desktop.ogg} :no-sout-rtp-sap :no-sout-standard-sap :ttl=1 :sout-keep

where 192.168.0.102is my local ip, the broadcast is on, but it opens only on my PC. When I try to open on others, I see an error like when I try to access a non-existent ip ("Can't access the site").
When I perform similar actions on another computer, indicating its local ip, the broadcast can be opened on any other PC. In this case, all tests were carried out on the same network and with the same version of VLC.
About my OS (Windows 10): Windows [Version 10.0.17134.472]
About the OS of another PC (Windows 7): Windows [Version 6.1.7600]
I specify the Ip of the network to which I need to broadcast.
Tell me what can block access to my ip from outside?

Firewall is blocked at the local network level. At the global network level and firewall and routers.
For access: On the firewall, a rule for allowing access; on routers, a rule for routing.
