Why is multitouch buggy on THL W3+?

Good evening,
I noticed that multi-touch works strangely on the above Chinese smartphone.
I will describe in more detail:
1. We pressed two points at once
2. We released the first one, but keep the second
one 3. The smartphone continues to think that the first one is pressed.
This "buggy" point can be moved, etc. And she will "let go" only if you completely remove your fingers from the screen.
* This applies to all 5 possible touches. As long as at least one finger is on the screen, the rest are not removed.
Is it somehow treated, or is it a bug of a Chinese smartphone?
* Android 4.0 native. Not flashed, not modified, not rooted
