Why is mouse scrolling too fast in Ubuntu?

Good morning!
Noticed a strange thing in my Ubuntu 16.04.
When I connect my wireless mouse, the scroll speed is too fast. At the same time, if you pull out and plug in the usb-dongle, everything returns to normal. But it helps until reboot. Climbing under the table and behind the system unit to distort usb somehow does not please. Is there any smart solution to this problem?

I, on the other hand, was not happy with my mouse scrolling too slow in Ubuntu. Found a solution for myself . You may be able to find the right parameters for the desired speed.
