Why is Megaphone's Radar service less accurate than a third-party app?

Now I decided to look for different programs for determining the location only on the operator's towers, without Wi fi, gps, bluetooth. I open the program, it shows a radius of 150 meters, I open the Radar service from Megafon, it shows a radius of 450 meters. How is that?) Why does the program show a more accurate location than my carrier? It is very strange, because the operator has more technical capabilities
