Why is maillog missing and emails not being sent?

Hello. https://serveradmin.ru/ustanovka-i-nastroyka-iredmail/ was installed on the server exactly according to the instructions. Everything works, mails are created, panels are available, dedicated ip, PTR - everything is clear according to the instructions.

Problem 1 : Letters do not go to Yandex mail or mail (I have not tried others). Writes that the message was sent to the webmail panel, but the mail does not come.
At the same time, it comes from one mailbox to another within my system.

Issue 2 : The /var/log/maillog file is missing - not at all. Created manually, but nothing is written to it.

What could be the problem, which way to look?

Many providers, especially for home Internet, block port 25. Type spam protection so that there are no questions to the provider.
Judging by the log that you have attached, this is so. Look in the provider's personal account for the ability to disable the blocking of port 25, if hosting, then communicate with their TP.

The instructions say nothing about:
1. Setting up MX and PTR DNS records, SPF, DKIM and DMARC.
2. Firewall setup on the server.

Check if the letters leave normally from a standard mailer (SendMail or a hundred there). Perhaps your IP address is not registered in DNS; or spelled out somehow crookedly; if this is the case, then all mailers will behave the same way.
Perhaps the mailer does not have permission to write to the log. Although, it seems, the mailer should be run as root...
Or maybe he just writes somewhere else. Read its config and man page.
