Why is Magento so slow?

Pages open in ~20 seconds.
it costs windows 10 and a wamp server ...

Because Magento is a very flexible CMS. If you have a small project, then take something simpler, such as OpenCart.
It slows down most likely because of the complexity of its structure.

This is an online sales system, and it works well in the correct setting of the environment.
