Why is Mac mini 2012 dumb?

Bought Mac mini 2012 (i5). Installed 8GB RAM, 120GB SSD. It works quite well, but there are friezes when resizing windows, as if the window does not keep up with the mouse and the FPS drops to 15, and there is also a problem when logging in - also FPS 15-20, which can be seen in jerks. Programs open slower than on Windows
8.1 there is no interface smoothness, the same Windows 8.1 on similar hardware works faster and smoother. It can be seen that OS X is slower and this is on 8 GB and SSD. From programs - chrome, phpstorm, sublime. Is this normal for OS X 10.9.5? Didn't upgrade to El Capitan because I don't like its interface

There was such a trouble on Mavericks, often, yeah. Me too. We discussed and agreed that the reason is the installation of the system on top of the previous one. I put the system clean (I even formatted the disk out of old habit) - everything worked smoothly.
but in general, in vain you ignore El Cap ... You get used to the interface very quickly, and you even begin to like it. It's like a teenage magazine so positive)) And it works faster.
I have the same mini as yours, 387, only I finished the memory with Corsair modules up to 8 gig. Everything is fast. You with ssd should generally be reactive.
