Why is little speed used there?

Hello everyone, I've run into this problem. On the server, the speed of downloading and playing video (mp4) and any other file is very slow. The server is in a DC (100Mbit channel), I installed the bwm-ng utility to view how much speed is used and I see that with the maximum number of clients online, the speed costs no more than 1659 Kbps and users complain about the speed, although, apparently, far from 100Mbps are used, although maybe I - I didn't understand that. Do you have gigabit on your ISP at home?
The host has 100 megabits.
But who told you that there is always a thick channel between you and the hoster?
I would also try to measure it through the iperf utility.
Moreover, from different points, by renting VDS from DigitalOcean, VScale.IO, etc. on an hourly basis.
If the speed from all these points is low, change the host.
But it is better, for starters, to ask them in those. support.

And who guaranteed that a 100Mbit channel?) No one in DC gave guarantees ... Especially if it's VDS.

Nobody promised you such a channel to each client. It could very well be a connectivity issue.
