Why is jQuery UI not included in Drupal 7?

When I view the site from the admin, everything is fine, jqurey ui is loaded from the google cdn. But I log in as an anonymous user, and jquery ui is not loaded. As far as I understand, the library is loaded by the jQuery Update module, is it possible to set the loading of jQuery UI for all users?

Closed. Connected the required plugin in Template.php via drupal_add_library('system', 'effects.slide');
