Why is it that when I open a page saved to my computer, it does not display the same as the original?

Hello. On the main page of the site ayu.ru there is a map of Russia, where you can hover over the region and see its name. I liked the map, I decided to save the page. I saved it through Chrome, I open it - it’s not clear what opens at all. I save through Mozilla FF, a better page opens, but the map does not work - I hover over the region, and nothing happens.
Why is that? I chose to save the page completely. And it turns out that it was not completely preserved? How can I save the page so that it displays just like the real one?

@sotvm

part of the code remained on the server
, it is possible that if you download it "by hand" and place it on the specified path, it will work
but it's possible that it won't work. will only work on a real server

No browser can make full, functioning copies of pages on save. Yes, this is impossible, because a huge proportion of the content is loaded by scripts only when the user interacts with the site. Humble yourself.
