Why is it suggested to download 3 DVD images to install Debian?

I don't understand, to install debian I need to download three dvd images cdimage.debian.org/debian-cd/7.8.0/i386/bt-dvd ?
Or are they separate images from each other and with different working environments?

The first disk is usually sufficient for installation. You can also use cd and cd-minimal images so as not to download too much.
The DVD set usually comes with a large package base for installation in places where there are problems with Internet access.

There are not 3, but 10 DVDs. The rest are now laid out only in jigdo. For the last release, I remember, they laid out everything.
This is a complete copy of the repository for installing any regular software without the Internet.

Better download the image for a flash drive. And install the base system from it.
Then we do the initial setup, apt-get update && apt-get upgrade and install the missing packages.
