Why is it possible to call from comments in Angular 1 directive?

With the restrict : 'M' option, you can restrict the use of directives to comments only. Something like that:

<!-- directive: hi-there this is all an argument -->

Question: Under what circumstances is this even necessary? Became interesting. Personally, I have never experienced anything like this.
