Why is it not added to devDependencies?

Why aren't they added to devDependencies when installing fancybox and swiper?

I write: npm install --save-dev -g swiper
After that, the installation takes place, but it is not added to the assembly, there is no entry in the package.json file. What am I doing wrong?
