Why is it hard to hear the interlocutor?
During a video conversation, it is bad, if not at all, to hear the interlocutor (Wheezing, breaks) when you are talking yourself. At the same time, the outgoing speed is 2MB / s and the incoming 3MB / s is stable. Is this not enough or is it something to do with some settings?

Between you and your interlocutor there is a regular network that communicates using the TCP / IP protocol. This means that data packets can go between you and your interlocutor in different ways, through different network devices. Some package may get lost, some go a long way. Because of this, there are gaps in the conversation. With normal web surfing, this is not noticeable, while watching a video - it can be cached. But pauses in a real-time conversation are not great, you can’t cache them. Such pauses are called jitter.
The reason for poor communication is simple: packets are lost, and why they are lost is a good question.
Most likely you can still have a wireless connection - WiFi, or mobile Internet. If at the same time you are moving, then your signal level may change and some IP packets will disappear. Maybe QoS on the provider's network equipment is not working correctly, and the site neighbor is downloading torrents. There can be any reason for packet loss.
