Why is Internet Connection Sharing (ICS) not working correctly in Windows 7?

Hello! I'm trying to distribute WiFi from a laptop through a ZyXEL Keenetic router, I do everything according to the instructions on the manufacturer's website . In the 4th step, I can't turn on Internet connection sharing (the laptop connects to the Internet via a USB 3G modem).
OS: Windows 7 Home Basic

Т.е. у меня не появляется выпадающее меню "Подключение домашней сети".
Что делать?

I solved the problem by turning on the wireless connection in the "Adapter Settings" (Network and Sharing Center), and connecting to the same network via WiFi
