Why is IE 8 not loading files from mvc application?

Faced the following problem. IE 8 (Win XP) does not download files from a web application (the application is deployed on the intranet) gives an error
Later I noticed that the same error occurs with external sites when trying to download something from the Internet. Everything is saved by rebooting the computer, after it everything works and loads. But over time, the error repeats again, and again the reboot saves. This hell))) occurs only on Windows XP, on Win 7 and 8 such problems were not observed.

This problem is only with IE on XP. Google Chrome Portable loads these files on the same computer. I reset the settings, cleaned everything ... What I just didn’t do))) Everything is fine with the proxy. Already played with access to the user folder ( link). The fact is that when you restart the computer, all files are loaded normally, but over time this problem comes out.
