Why is ICQ not receiving/sending messages?

Good afternoon.
The problem with ICQ, or rather with UIN'om - does not receive / send messages. Yesterday some trolls threatened me with a break-in and other nonsense that I did not pay attention to. Today already ICQ does not work.
Changed the password - to no avail.
I read somewhere that this happens due to the frequent sending of messages (spam) and ICQ is blocked. Is it so? if yes, how to solve? In those. I also wrote support, I'm waiting for a response.
PS no need to talk about "what kind of client" and other nonsense.

Check the system for viruses/trojans/other infections.
I am 99.9% sure - the "legs" of the problem grow from there.
