Why is .htaccess not working in Ubuntu?

Hello. Problem, the second day I suffer. Set up LAMP on elementary OS (the same Ubuntu 14.04). I put the website files in the /var/www/html folder. The site is launched with .htaccess. But the site does not open. AllowOverride All where only did not set. Everything works on remote hosting. Help, who can come across?

I created a configuration file in sites-available, and when I write AllowOverride All in it, in the console, when restarting Apache, it gives the following error:
The apache2 configtest failed.
Output of config test was:
AH00526: Syntax error on line 4 of /etc/apache2/sites-enabled/ft.conf:
AllowOverride not allowed here
Action 'configtest' failed.

You have the answer in the question. Correct the syntax of the file and that's it.
Without an example of your configuration, it is difficult to say what kind of typo, lay it out - we'll see.

Please show the full config file. Judging by the error, you just specify AllowOverride in the wrong place
