Why is hover acting so weird in Chrome?

If you move the cursor over the bottom menu from bottom to top several times, random links begin to be highlighted.
This happens only in Chrome, in FF and Edge everything is fine. This is the first time I see this, any ideas how to overcome it?

Disable all extensions in Chrome and try again. I'm ok...
