Why is hardware virtualization not visible from the virtual machine?

Hardware virtualization does not work in VirtualBox and VMware virtual machines. I checked the availability of virtualization through the Securable program. Guest OS Windows XP SP3. Host machine Windows 8. Hyper-V disabled. Hardware virtualization checkboxes are enabled in both VirtualBox and VMware. Everything is enabled in bios.

What could be the reason?

The fact that hardware virtualization in virtual machines is not provided. That is absolutely. That is, it is not and will not be.

The checkboxes in the properties of VirtualBox and VMWare mean that they provide the virtual machine with hardware support for the virtualization of a number of key commands.
SecurAble inside the virtual machine says that it itself cannot provide hardware support.
This will become clear if you install another VirtualBox inside it.
