Why is gulp-webp not working?

Good afternoon. Please tell me why the plugin is not working. Asked elsewhere, no one really answered.
Here TuT seems to be advised to upgrade Windows to 10, but somehow I don’t want to do this for the sake of one plugin. I also saw links to an update package for Windows Imaging Component, but on 3 different PCs they simply did not start.
