Why is GPS data not saved when downloading from Google Photos?

Problem sequence:
1. The photos were taken with a camera, not with a phone.
2. Through the browser, photos are uploaded to the album.
3. For some photos, when viewing, a map with an approximate shooting location is visible, truthful:

4. When you click on the map, the correct shooting location opens.
5. But when downloading, gps data is not saved (photos taken with a smartphone camera have all the data in place):

Why is this happening? Maybe someone came across and knows the solution?
It is worth adding that if you look at photos not in Google Photos, but simply from an SD card, then GPS is also empty, but since Google Photos suggests coordinates, why are they not exported when downloading?

most likely the photos do not have coopdins in exif, but you still have to take a closer look. Google can make assumptions about the shooting date by time and by neighboring frames from a smartphone. Maybe Google still somehow keeps track of where you were and photos are attached to your location at the time of shooting.
try to explicitly specify the coordinates of the photo yourself before uploading it to the cloud and when you download it, check if the coordinates are saved. If so, then most likely Google separately stores metadata with its assumptions and you just can’t download them as part of exif
