Why is git shell intermittent?

In response to git pull/push, git shell says:
"fatal: unable to access ' https://github.com/rep/project.git/ ': Failed connect to github.com:443; No error",
this works fine from time to time without errors. Thus, it is possible to synchronize once out of 5-6 attempts.
It all started yesterday (I suppose after blocking by the consumer).
The github site is also available every other time.
Googled instructions for reconfiguring to ssh or using a proxy do not help.

Install TOR and proxy through it.

MB because of Roskomnadzor?
And if you have Google Chrome or another browser that supports Google add-ons, install the friGate extension.
I have no idea if other browsers have such an extension, in any case, you can use it to access any blocked site of Roskomnadzor, so I advise you. You need to add sites to it through the settings of the extension itself.
