Why is firefox bad at displaying resize and overflow blocks?

Hello.
Prompt please, who faced.
Given : single page web application. There are several rectangular div blocks on the page as part of the header, section. Section has resize and overflow properties to display long content, resize both the section and div, and keep the scrollbar from overflowing the header.
Issue : Content is not displayed correctly. For example, when scrolling to the bottom, instead of content, there is a white bar or a white bar on the side of section. If you do not scroll for a while, then the missing content in place of the white bars is displayed. If you scroll, the white bars are displayed again.
Is there an explanation and solution for this problem?
