Why is file preview not working in outlook?

Good afternoon, office 2007 is installed. The preview of files in outlook does not work, it displays the following error:
I have been struggling with the problem for a month now, there has never been any sensible solution!

Try to close all office applications, go to
%appdata%\Microsoft\Templates
Copy or rename Normal.dotm to Normal.dotm.bak - and delete the original.
Check the preview in Outlook.
