Why is external hard drive not readable from usb 3.0 port but readable from usb hub under usb 3.0?

There is an external hard drive toshiba canvio ready 1tb
If you connect to usb 3.0 to a laptop, the drive works but the computer does not see it.
If you connect it to the usb hub to usb 3.0 (the usb hub is connected to the laptop via usb type c), then everything works.
Why is this happening and how to fix it?

Most likely he does not have enough power on the port of the laptop.
There was the same garbage with some disks.
