Why is downloading in the Windows Store terribly slow?

I'm trying to download Microsoft To-Do, 25 mb downloaded in 15 minutes, despite the fact that the Internet speed for speedtest.net is 20 Mbps I
did wsreset, it didn't help.
More sanctions? (in every joke there is a share of a joke).

It must be clearly understood that the speed of the Internet as such does not exist and cannot exist.
There is an Internet access speed that the provider provides you with - for example, 50 Mbps, which means that to some servers on the Internet, the speed can reach up to 50 Mbps. , and some will be less, for example, 50 kbit / s, or even zero - it all depends on the route to the server, the speeds that providers give on a specific route, the speed with which a particular server can give to one client at the moment.
