Why is data not being read from the database?

First of all, I want to apologize for my inexperience.
The machine has a web server. When installing the DLE and WORDPRESS engine, everything connects to the database and enters the necessary data, but after installing the CMS it is impossible to log in. It just takes a long time to log in, and then the page is reloaded.
