Why is csv downloaded in html format?

Hello everyone, I'm
using Laravel. I added a files folder to the public folder and put a ready-made csv file there.
In the template in resources displayed a simple tag

<a href="{{ asset('files/test.csv') }}" download>Скачать</a>

But when downloading, it's not test.csv that downloads, but test.html

. If I write images/test.svg instead of files/test.csv, then svg is downloaded without any problems. The files and images folders are on the same level in the public folder
