Why is connection reset on docker-compose build?

I can't build containers on my ISP. If you connect to a network, such as a mobile one, then everything works.

This is an example from my home network, it can download several packages, but large > 50 mb bacchanalia starts with reconnection and as a result I get an error. Who has experienced this? And how did you solve the problem?

I came across this when the administrators of the office network forcibly wrapped all http & https traffic into a proxy server.
