Why is Chrome behaving so strangely?

A couple of days ago I was making up an html page and using the outline property in css. Now I'm starting to constantly notice black strokes around elements on sites that didn't have it before, like youtube.
This thing is very annoying.

Go: chrome://flags/
Find: #form-controls-refresh
Set: Disabled
Restart chrome

Perhaps somewhere in the settings something was reassigned or some plugin changes. Try restarting your browser or turning off its extensions.
