For some reason, after installing the new Xubuntu 16.04, updates from the servers are downloaded very slowly (the Russian Federation is indicated in the settings). Speed ​​up to 300 KB / s, which is very small.

sudo apt-get update
sudo apt-get dist-upgrade

Has anyone experienced this? What are the options for solving the problem?

It happens that mirror servers can be overloaded.
You can change the mirror in '/etc/apt/sources.list' to, say, Yandex:

deb http://mirror.yandex.ru/ubuntu/ xenial main 
deb-src http://mirror.yandex.ru/ubuntu/ xenial main

Or any other mirror that is close in region to your server.
