Why is apache not responding to openvpn?

Only, only, only this is not enough ;-) Your openvpn server "shoves" the client push "dhcp-option DNS 8.8.8.8". DNS Google obviously knows nothing about your "server". Try to connect by IP, if it works, think about how you organize DNS.
