Why is an authorization form displayed instead of a component?

On the checkout page with the sale.order.ajax component, an authorization form is displayed instead of data on delivery services and payment systems. Has anyone come across? The page rights are 755, the path to the root folder is specified in the site settings, and there is even ".access.php" - nothing helps.
