Why is all text entered from a paragraph?

Problem - all typed text, almost everywhere after pressing Enter - from a new paragraph.
Rummaged through all the settings for the language, keyboard and software. I don't understand what the problem is.
In any browser, in the mailer, in editors... Not everywhere, but in 90% of cases.
Constantly have to climb into the formatting and correct.

Enteralways sent to a new paragraph.
New line without paragraph - Shift+Enter.
Or are you talking about something else?
