Why is all RAM being used?

Every day at 00:10 Moscow time, the use of RAM gradually rises from 300 MB to 750 MB (in 3 minutes), in total 938.
And this memory is not released for several hours if you do not restart Apache after 01:00 (if the memory is partially freed earlier and then again fills
in. What could be the problem and how to find and fix it?
