Why is access to the /local/components folder denied in bitrix?

We are transferring file storage from one server to another and have encountered a strange problem.
The site opens normally, and the internal components located in the /local/components directory are available only to the bitrix administrator, these components are not available to other users. We even temporarily granted permissions 777 to both files and directories, but that didn't help, we returned it back, as on the old server, but that didn't help either. What could be the problem? where to find this blocker?
Error Access denied. Viewing file /local/components/tools/card/comment.php is denied

In the settings, if the path to the root of the site is specified, is it correct there?
