Why is access to the computer not opened when the Windows firewall is turned off, but rather blocked?

I welcome everyone! Tell me about the question - I have already encountered a problem more than once, on the internal network, without access to the Internet, my own Windows firewall is not particularly needed, sometimes it does more harm than good, sometimes it blocks something that is needed, I decided to turn it off - and after this, some computers with shared folders have become unavailable for public access, and both these computers themselves and their shared folders are inaccessible, these computers do not even ping and are not visible in the network environment, and they cannot be accessed either by name or by IP, but these computers themselves see the network perfectly, you can ping something from them and use network resources, if you turn on the firewall, then these computers and their balls on the network immediately become visible and available, that is, for security purposes, Windows seems to block any access to the computer from the outside if it sees that its brandmauer is disabled, tried to disable the "security center" service - it did not help, windows defender is already disabled, instead of it is Kaspersky, I checked the iron dependency more than once, you can of course solve this the problem is not disabling the windows firewall, but simply creating rules in it that allow what is needed in it, or in general everything by opening it in this way, but still it’s interesting to know why? And by the way, if the Windows firewall is disabled but another firewall is installed instead, then there is no such complete blocking of access to the computer, and access to it is already in accordance with the rules of this other firewall, i.e.

The question cannot be answered because it contains false information.
A firewall is a program that controls your computer's network traffic and can block or allow certain traffic.
If you disable it, no one controls the traffic, does not block, and does not allow.
without Internet access, Windows' own firewall is not really needed
And what about internet access?
A firewall may or may not be needed, regardless of whether you have an Internet connection.
If you need to control network access to a computer within a local network, a firewall will help with this.
If you need to control access to a computer from the global network, a firewall can also help, but it's better to use more reliable and efficient methods. For example a firewall on a gateway.
kaspersky instead
Here Kaspersky is most likely blocking traffic.

In Windows, it is so arranged that when the SERVICE of the brandmauer is disabled, all external connections are discarded (apparently done for safety)
If it is unnecessary, then - Exit the situation - disable the brandmauer in the control panel, while leaving the service running. Everything

on an internal network, without access to the Internet, Windows' own firewall is not particularly needed, sometimes it even does more harm than good
naive assumption. facts:
- yes, it creates a load (but this is a meager load for a computer adequate to the OS generation)
- but it also protects. a LAN neighbor brought a flash drive with a virus that can spread like a worm . and you sailed
I tried disabling the "Security Center" service - it did not help, windows defender is already disabled, instead of it kaspersky
never put two antiviruses, they can fight. up to BSOD
tips:
- windows defender is self-sufficient, especially in combination with its own Windows firewall
- if you really want to get exactly the same, and even big pitchforks in the side from a domestic manufacturer .. well .. masochism is impossible to prohibit. it is your personal choice
