Why is access denied to gpresult results?

Good afternoon. I have a computer with Windows 10 with the latest updates, the computer is joined to a domain (Windows Server 2019) . The necessary GPOs are installed on it.
Question 1.
But for some reason there is no way to see the results of the gpresult /R /scope:computer command
Result: ERROR: Access Denied.
* On the computer logged in as a domain administrator
* Launched a command prompt under a domain administrator
* In the group of local computer administrators, also added.

What could be the problem?

The following error occurs intermittently on the computer:

Event ID: 1129
“Group Policy processing failed due to a lack of network connectivity to the domain controller. This may be temporary. Once the computer succeeds in connecting to the domain controller and the group policy is processed successfully, a success message will be generated. If this message does not appear within a few hours, please contact your administrator.”
If you manually update the policies on the computer, then there are no errors. The policies in the Security Filtering section say Authenticated Users, Domain Computers. The policy is assigned to the OU, no problems were found in the network.
How to fix?

It actually works in a weird way.
I have the same thing, taking into account the access of the local admin and the domain one too - it does not give access, but when launched on behalf of the admin, everything works.
Did you just open cmd as admin, or did you run it as admin?
